This is a play-action shot play designed to beat Cover 2 and Cover 4 shells by attacking the seams between deep zone defenders, with the primary read progression starting at the corner route (TE) against Cover 2's safety rotation, moving to the post (crossing WR) if the corner is taken away, and checking down to the flat route on the backside if the deep shots are covered.
Defensive Reads
Two deep safeties at the snap indicate Cover 2 or Cover 4, both of which PA Scissors is specifically built to attack through the crossing corner and post combo. Watch the flow of the strong side linebacker after the snap: if he sits and reads the TE's release into the corner route instead of respecting the run fake, the play action will not open the seam as effectively. A single high safety pre-snap signals Cover 3 or Cover 1, meaning the deep corner route will likely be covered and the post route becomes the better answer since it settles behind underneath zone defenders. Man coverage on the TE with no safety help over the top is the biggest red flag against this play, since the corner route has no natural separation against a physical man defender. User-controlled defenders sitting in the shallow zone or spying underneath can jump the fullback's flat route, so know that checkdown is not safe if you see the user parked near the line of scrimmage post-snap.

Check the safety alignment before the snap: two high safeties confirm Cover 2 or Cover 4, which is exactly what this play is designed to exploit with the scissors crossing action.
Hot route the fullback out of the flat into a shallow drag if you need an extra underdneath option against man coverage, since the flat route alone will not beat aggressive man defenders.
Pair this play with FB Dive and HB Dive Weak earlier in a series to sell the run action harder and get linebackers stepping up before you dial up PA Scissors.
If the user drops a safety into the deep middle or shows Cover 3 pre-snap, avoid the corner route read and prioritize the post since it settles between the deep defenders.
