13 personnel puts one running back, three tight ends, and one wide receiver on the field, creating a heavy formation that reads as run-first before the snap. Defenses almost always answer with base 4-3 or 3-4 personnel, keeping a third linebacker on the field instead of a nickel corner, which means your tight ends are drawing linebacker coverage instead of slot defenders. That forces the defense to either commit an extra body to the box and expose the seams, or stay light against a formation that can motion a wing tight end into an extra gap and gash them on outside runs.
